The bill defines several catastrophic scenarios: unexpected AI behavior resulting in the death of 10 or more people, economic damage totaling at least $100 million, the sabotage of a shutdown order, the active concealment of capabilities from monitors, or any scenario where a model appears to have lost its programmed constraints.

The Emergency Protocol and Fines

The power to pull the plug rests with the Secretary of the DHS, who would act in consultation with the Department of Commerce and the Director of National Intelligence. The enforcement framework is tiered, allowing the government to order a gradual slowdown of inference rates before moving to a total cessation of operations.
