The ICE IV Subsea Cable Project: Bridging Asia, India, and the Middle East with a New 11,000 KM Digital Highway
The landscape of global digital infrastructure is about to undergo a massive transformation. In a move that signals a new era of cross-continental connectivity, four major telecommunications giants have officially joined forces to develop the Intra Asia-India-Middle East-Europe (ICE IV) Project. This ambitious initiative was solidified through a Memorandum of Understanding (MoU) signed in Dubai on February 7, 2024, involving e&, Telecom Egypt, Telin (the international arm of Telkom Indonesia), and a major Indian operator.
A Strategic Vision for Global Connectivity
This isn't just another subsea cable; it is a meticulously planned Data Center-to-Data Center (DC-to-DC) system. Spanning a staggering 11,000 kilometers, the ICE IV system is designed to create a unique and highly resilient route connecting Intra-Asia directly to India and the Middle East. By utilizing the latest open cable technology and subsea Reconfigurable Optical Add-Drop Multiplexers (ROADMs), the project aims to link Indonesia and Singapore to key hubs in India, Oman, Egypt, and the United Arab Emirates.
What makes ICE IV particularly groundbreaking is its geography. The cable will adopt a completely fresh route through the Sunda Strait in Indonesia, bypassing traditional bottlenecks. Furthermore, it marks a historic milestone as the first international cable to land in Kochi, India, in decades. This offers not just a new gateway for international traffic but also a much-needed alternative route that enhances the overall resilience of global internet traffic.
Why the World Needs ICE IV Now
In the current digital age, the demand for bandwidth is skyrocketing. Whether it's the rise of AI, cloud computing, or high-definition streaming, the existing inventory of subsea cables is feeling the pressure. This scarcity of reliable bandwidth is the primary driver behind the ICE IV project.
Modern connectivity is shifting toward a PoP-to-PoP (Point of Presence) architecture. This design better serves the needs of massive content providers and large-scale data consumers who require seamless integration between data centers. By adopting these principles, ICE IV will provide massive bandwidth, ultra-low latency, and a level of network security diversity that is essential for today’s digital economy. The project is currently on track to be fully operational by the fourth quarter of 2027.

The signing ceremony at the Capacity Middle East event brought together the top leadership of the involved companies, each highlighting the strategic importance of this venture. Nabil Baccouche, Group Chief Carrier and Wholesale Officer at e&, emphasized that ICE IV is about redefining the map of connectivity. He noted that by bringing continents closer together, the project would unlock bandwidth for billions of people and accelerate the growth of neutral carrier hubs like SmartHub.

Mohamed Nasr, Managing Director and CEO of Telecom Egypt, echoed this sentiment. He pointed out that Telecom Egypt has been a cornerstone of subsea infrastructure for over 30 years. By becoming a founding member of ICE IV, the company is doubling down on its commitment to provide open access to over 20 subsea cables landing in Egypt. This project allows them to diversify their infrastructure portfolio and stay ahead of the surging global demand.
Indonesia as a Future Digital Hub
For Telin and its parent company Telkom Indonesia, ICE IV is a critical piece of a much larger puzzle. Budi Satria Dharma Purba, CEO of Telin, explained that modern customers demand a premium experience characterized by low latency and unique routing. Telin’s vision is to establish Indonesia as the premier digital hub for the Indo-Pacific region.
The ICE project actually involves seven separate cable systems, with ICE IV being a core component. Over the next five years, these developments will focus on four fundamental pillars: DC-to-DC access, ultra-low latency, distinct landing points, and unique routing. By integrating these systems, Telin ensures a more efficient cost structure and faster implementation, effectively turning the Indonesian Cable Express into a vital bridge for global data traffic.
