Indonesia is standing on the brink of a significant digital shift. The Ministry of Communication and Digital (Kemenkomdigi) has officially set its sights on July 2025 to kick off the auction of the 1.4 GHz frequency band. This isn't just another bureaucratic move; it’s a targeted effort to solve one of the country’s most persistent problems: the digital divide in rural areas. By focusing on fixed broadband rather than mobile data, the government aims to bring high-speed internet to regions where laying fiber-optic cables is geographically or financially impossible.
Breaking the Fiber Barrier
The core appeal of the 1.4 GHz band lies in its efficiency. Unlike traditional fiber optics that require massive physical infrastructure, this frequency can deliver speeds up to 100 Mbps wirelessly. This makes it an ideal solution for Indonesia’s vast archipelago, where many villages remain offline. The plan has already garnered significant support from economists and industry insiders who see it as a catalyst for a more inclusive digital economy.
Nailul Huda, Director of the Center of Economic and Law Studies (CELIOS), highlights that the auction model itself is a driver for progress. He argues that a competitive bidding process forces operators to be more innovative. According to Huda, if the government simply handed out frequencies based on an operator’s current size or capacity, there would be zero incentive for companies to push boundaries or improve their network quality. To him, the auction results will reveal which players are truly ready to invest in Indonesia’s long-term digital future.
Strategic Zoning and Allocation
The technical details are just as ambitious. Kemenkomdigi is putting 80 MHz of spectrum on the table, specifically within the 1.427–1.518 GHz range. To ensure the rollout is manageable and effective, the auction is split into three distinct geographic zones: Java-Papua, Sumatra-Bali-Nusa Tenggara, and Kalimantan-Sulawesi. This regional approach allows operators to focus their resources where they are needed most.

Wayan Toni Supriyanto, Director General of Digital Infrastructure, has been clear about the mission: this spectrum is strictly for fixed broadband. While licensees have the freedom to operate across the country, the government is strongly encouraging a "rural-first" mindset. The goal is to saturate underserved areas with connectivity before focusing on already dense urban centers. Interestingly, the government isn't setting a fixed price tag on the service, leaving it to the bidders to propose business models that keep tariffs affordable for the average citizen.
Industry Pushback and Collaboration
However, the path forward isn't without its debates. Telkomsel, the nation’s largest mobile operator, has expressed support but emphasized the need for a "win-win" scenario. Saki H. Bramono, VP of Corporate Communications at Telkomsel, noted that collaboration between regulators and the industry is vital for the plan’s success.
On the other hand, players like XL Axiata and Indosat Ooredoo Hutchison are calling for a more cautious approach. They’ve suggested alternatives like proportional spectrum allocation or dynamic sharing. Their primary concern? A high-stakes bidding war could drain the very funds needed to actually build the towers and infrastructure in remote areas. Heru Sutadi, Executive Director of the ICT Institute, supports this view, suggesting that if spectrum fees were more manageable, operators could redirect those millions of dollars directly into expanding rural coverage.
Safety and the Road to 5G
Beyond the auction itself, Indonesia is also tightening its technical standards. As the country prepares for a wider 5G rollout—including the 700 MHz, 2.6 GHz, and 26 GHz bands—Kemenkomdigi is placing a heavy emphasis on Electromagnetic Compatibility (EMC) testing.
The National Telecommunications Equipment Testing Center (BBPPT) has recently undergone a massive upgrade, making it the largest testing facility in Southeast Asia. This lab serves as a crucial gatekeeper, ensuring that every device entering the Indonesian market is safe, high-quality, and interference-free. As Wayan Toni Supriyanto puts it, these technical standards are the "foundation of trust" in the nation’s digital ecosystem. By balancing aggressive infrastructure goals with strict quality control, Indonesia is laying the groundwork for a more connected and competitive future.
