Powering Across the Strait: The Revival of the Java-Sumatra Undersea Cable Project

In a significant move for Indonesia’s national energy infrastructure, the government has officially breathed new life into a dormant plan to connect the islands of Java and Sumatra via a high-voltage undersea power transmission cable. This ambitious project, which is slated to begin its physical development phase in 2021, aims to solve the growing energy imbalance between the two most populous islands in the archipelago by creating a strategic bridge for excess electricity.

A Tale of Two Islands: The Shift in Strategy

To understand why this project is so critical, we have to look back at its origins. The idea first surfaced in 2013, but the logic back then was the exact opposite of what it is today. At that time, government planners anticipated that Sumatra would be the primary energy producer, sending its excess power across the Sunda Strait to meet the high demands of Java’s industrial hubs.

However, the energy landscape has shifted dramatically over the last few years. While Java has seen a rapid acceleration in the construction of new power plants, many similar projects in Sumatra have faced delays or stalled entirely. This has created a paradoxical situation: Java is now facing a massive surplus of electricity, while parts of Sumatra continue to struggle with power shortages and an unstable supply.

From Cancellation to Critical Priority

The road to reviving this project hasn't been a straight line. Just late last year, the state utility giant Perusahaan Listrik Negara (PLN) was reportedly considering scrapping the project altogether. According to reports from the economic daily Kontan, the utility firm was hesitant because the energy supply balance had changed so much that the original 2013 plan no longer made sense.

But the narrative changed when Energy and Mineral Resources Minister Ignasius Jonan stepped in. Recognizing the potential of Java's massive energy reserves, Jonan announced that the underwater cable project would be repurposed rather than abandoned. Instead of bringing power to Java, the infrastructure will now be used to export Java’s surplus energy to Sumatra.

Meeting the 2024 Deadline

Timing is everything in infrastructure, and the government is moving with a sense of urgency. Minister Jonan has set a firm deadline: the project must be completed and fully operational by 2024. To hit that target, construction must kick off no later than 2021.

"More power plants are being constructed in Java at the moment, so the island could soon have an excess power supply of 5,000 megawatts," Jonan noted. This 5,000 MW surplus is a staggering amount of energy—enough to power millions of homes—and the undersea cable is the only viable way to ensure that this electricity doesn't go to waste while neighboring Sumatra remains in the dark.

The Financial Foundation: A $2.13 Billion Question

When the project was first envisioned as the 500 kilovolt Sumatra-Java High Voltage Direct Current (HVDC) transmission link, it came with a significant price tag. At that time, the government secured a 30-year, $2.13 billion loan from the Japan International Corporation Agency (JICA) specifically to fund the installation of the undersea cable.

As of now, the government has yet to clarify whether that original JICA funding will be rolled over or repurposed for this new iteration of the project. Regardless of the financing source, the revival of the Java-Sumatra link represents a major step forward in Indonesia’s goal of creating a more integrated and resilient national power grid. By 2021, the focus will shift from planning to execution, marking a new chapter in the country's energy history.
