Telstra and TPN Launch Echo: The First Subsea Cable Directly Linking Indonesia to the US
The digital landscape of Southeast Asia is about to witness a massive upgrade. In a landmark move for global telecommunications, Australian giant Telstra International has teamed up with Trans Pacific Networks (TPN) to announce the 'Echo' subsea cable system. This ambitious project marks a historic first: a direct subsea cable connection specifically designed to link Indonesia and Singapore to the United States, providing a much-needed boost to the region's digital infrastructure.
A New Digital Bridge Across the Pacific
The Echo cable is not just another piece of hardware at the bottom of the ocean. It is a sophisticated network that will bridge California, Jakarta, Singapore, and Guam. By creating this direct corridor, the project aims to drastically improve connectivity speeds and reliability across the Indo-Pacific. According to TPN’s Chief Financial Officer, Aaron Knapik, the project is backed by significant institutional support, including partial funding from the US International Development Finance Corporation. Knapik emphasized that the Echo system will be a "critical element" of the region's infrastructure, designed to strengthen networks, increase data capacity, and—perhaps most importantly for consumers—drive down internet costs.
Navigating Geopolitical and Physical Challenges
One of the most strategic aspects of the Echo cable is its route. TPN is leading a global consortium to ensure this network avoids the South China Sea, a region often fraught with regulatory hurdles and geopolitical tensions. However, avoiding one set of problems doesn't mean the path is easy. Roary Stasko, CEO of Telstra International, pointed out that the cable is being laid in one of the world's most challenging environments. From complex local regulations to the physical risk of subsea cable cuts, the engineering and diplomatic effort required to pull this off is immense.
The Indonesian Connection: XL Axiata at the Helm
For the project to succeed in the Indonesian market, local expertise is vital. Telstra has partnered with telecommunications veteran XL Axiata to handle the ground game. XL Axiata is responsible for the landing of the subsea cable and the subsequent delivery of services to millions of Indonesian users. This isn't a brand-new endeavor; the groundwork began back in 2021. By 2022, the Echo Submarine Cable Communication System (SCCS) had already made its first physical connection at Tanjung Pakis in the Karawang Regency, West Java. This 15,000-kilometer engineering marvel is part of a broader strategy for XL Axiata, which already manages several SCCS routes, including the Batam-Sarawak link and the Australia-Indonesia-Singapore route.
Addressing Indonesia’s Connectivity Paradox
The timing of this project couldn't be more critical. Indonesia currently faces a strange digital paradox. Recent data from Data.ai reveals that Indonesians have the highest mobile app screen time in the world, spending more than six hours a day on their devices. Yet, despite being a nation of power users, the quality of the connection often lags behind.
According to the Speedtest Global Index, Indonesia’s median mobile download speed sits at a modest 24.96 Mbps, ranking it third lowest in Southeast Asia—only ahead of Myanmar and Timor Leste. In sharp contrast, neighboring Singapore leads the pack with a blistering 93.42 Mbps. The Echo cable aims to close this gap, providing the high-speed backbone necessary to transform Indonesia from a high-usage market into a high-performance digital economy.

Looking Ahead: 2024 and Beyond
Business and tech enthusiasts won't have to wait long to see the fruits of this collaboration. The initial Echo cable system is slated to become operational within this year, 2024. But the expansion won't stop there; additional connecting cables and capacity upgrades are scheduled for installation throughout 2025. As these phases roll out, the promise of a faster, more reliable, and more affordable internet for Indonesia moves closer to reality, finally aligning the country’s digital infrastructure with the demands of its hyper-connected population.
